Vaavu has the smallest population of any atoll in the Maldives — under two thousand people — and a diving reputation out of all proportion to it. Fotteyo Kandu is regularly named among the best channel dives in the Indian Ocean.
Fulidhoo is the one island most visitors reach: tiny, quiet, with nurse sharks and stingrays that come into the harbour at dusk. There is very little else here, which is the point.
