Shaviyani is one of the least developed atolls in the country for tourism, which means the reefs get very little pressure and the islands very few visitors. Most beds are guesthouses on inhabited islands rather than resorts.
If you want a Maldives with almost no other foreigners in it, this is a serious candidate. The trade is logistics: fewer flights, fewer boats, and a schedule that does not bend around you.

Funadhoo’s airport is recent. Before it, everything came through Hanimaadhoo and a long boat ride; the flight has cut hours off the journey.
