Haa Alifu is the top of the country — Ihavandhippolhu, the atoll that gives the Maldives its northern edge, sits here. It is a working atoll first and a tourist one second, and that shows in the ratio: a handful of resorts against several dozen guesthouses on inhabited islands.
Hoarafushi’s airport opened the atoll to domestic flights, but the practical gateway for most visitors is still Hanimaadhoo, one atoll south, followed by a boat. Budget for the transfer twice: once to the atoll, once to the island.
